I will share what I know to be new information to a common problem seemingly without a solution. Troubleshooting: Restarted Jira. Restarted PostgreSQL. Restarted the server. Tried Edge, Chrome, Incognito, and portable Opera. Disabled all plug-ins. Jira and PostgreSQL have not been updated this year.

Problem should clear up. This works for me, thank you. If you have open several tabs and do not want to close them but can accept browser restart then what also worked for me was: Deleting Cache and restarting Chrome/MAC device did not resolve the issue for me. Can scroll in all other Tabs except Jira.
Jira pages are not loading completely for me on IE or Chrome (even on incognito mode). On the list view, when I click on a ticket, it only loads some fields but not all. If I got to the full page view fora ticket, it shows all the fields but doesn't load any of the ACTION buttons including the comments field.
To grant global permission: Scroll to the bottom of the page to find the Add Permission section. Select the permission you want to grant in the Permission dropdown.
